Criteria
Virtual machines can be in three different power states; Running, Stopped, and Stopped (Deallocated).
When shutting down a virtual machine from a Remote Desktop session or by using PowerShell, they transition to the Stopped state and still incur cost.
When shutting down a virtual machine from the Azure portal however, its power state is automatically set to Stopped (Deallocated) and you no longer incur any cost.
A Virtual machine's Power state must be Stopped for the app to display this recommendation.
